Duration of critical Highway 21 Stage 3 work in city of Omro cut in half
Wisconsin Department of Transportation (WisDOT) Northeast Region announces the duration of Stage 3 construction on WIS 21 in the city of Omro, Winnebago County, has been shortened from 39 days to just 20 days.
Stage 3 is the only portion of the Omro work that will directly impact traffic across the Fox River Bridge. During this stage, one-way westbound traffic will be maintained across the bridge, with eastbound traffic detoured via County K to County E to WIS 116. The revised 20-day timeline represents a substantial reduction in the inconvenience to the traveling public and local community.
“We recognize the burden that construction impacts place on residents, businesses, and commuters,” said Bill Bertrand, P.E., WisDOT Winnebago County Project Manager. “Shortening Stage 3 to 20 days reflects our continued effort to minimize disruptions while maintaining a safe work zone and delivering critical safety and pavement improvements.”
As part of the Stage 3 revisions, work on this stage is now anticipated to begin on Wednesday, May 13, 2026. Emergency vehicles will be permitted to cross the bridge in both directions by activating lights and sirens.
All five stages of work within the City of Omro are scheduled for completion by the end of August. The broader WIS 21 project addresses safety issues at multiple intersections, deteriorating pavement, ADA compliance, and other infrastructure needs along the 8.8-mile corridor in Winnebago County.
Project background
This is a resurfacing-level project. Project improvements include:
- Concrete pavement repair and asphalt overlay from Fox River Bridge to east city of Omro limits and from Leonard Point Road to just west of Washburn Street
- Concrete pavement repair only from east city of Omro limits to just west of Leonard Point Road
- Upgrading curb ramps within City of Omro for ADA compliance
- Multi-lane roundabout at the Leonard Point Road intersection
- Single-lane roundabouts at the County FF/Reighmoor Road and Sand Pit Road intersections
- Slotted left-turn lanes at the Oakwood Road and Westhaven Drive intersections
- Replacing beam guard along corridor
- New pavement marking throughout corridor
Project benefits
This project will include significant safety improvements with new roundabouts at the WIS 21 intersections with Leonard Point Road, Sand Pit Road, and County FF/Reighmoor Road. It will also include slotted left-turn lanes at the WIS 21 intersections with Oakwood Road and Westhaven Drive. The remainder of project will include pavement repair and resurfacing along with new pavement marking to improve overall ride quality and safety.
