ADVOCAP and Partner Agencies to Participate in Summer Point in Time Count on July 23

Community Effort Part of National HUD Initiative to Identify and Support Individuals Experiencing Homelessness

WHAT: ADVOCAP and local partners will participate in the Summer 2025 Point in Time (PIT) Count, a coordinated, nationwide initiative led by the U.S. Department of Housing and Urban Development (HUD). The PIT Count is conducted by regional agencies known as Continuums of Care (CoCs) to measure homelessness in communities across the United States. ADVOCAP is part of the Balance of State Continuum of Care and is part of leading this effort in the Winnebagoland region.

WHEN: The count will take place overnight on July 23, beginning at 10:30 PM and continuing through approximately 2:00 AM on July 24.

WHERE: The Winnebagoland area, covering Fond du Lac, Green Lake, and Southern Winnebago Counties.

WHO: Small groups of trained community volunteers, each led by a team leader. Volunteers will canvass assigned routes and engage individuals living in locations not meant for human habitation — including streets, vehicles, parks, and other outdoor or improvised shelter sites.

WHY IT MATTERS: The PIT Count provides a crucial, real-time “snapshot” of homelessness in local communities. The data collected is:

  • Reported to the U.S. Department of Housing and Urban Development (HUD)
  • Included in the Annual Homelessness Assessment Report (AHAR) to Congress
  • Used to update the Housing Inventory Chart for the Balance of State Continuum of Care

Accurate and complete data directly influences how much federal and state funding local communities receive for housing and homelessness prevention. The results of the PIT Count help direct critical resources to individuals and families in need. As of June 2025, 678 households are on the Winnebagoland homeless list:

  • 354 households without children
  • 160 households with children
  • 164 households on the prevention list (at risk of or facing impending homelessness)

ABOUT THE PIT COUNT: Conducted annually across the country — with a second count in January — the Point in Time Count is a vital tool for understanding the scale of homelessness and informing policy, funding, and service delivery. For the Winnebagoland area, it’s also a meaningful opportunity for the community to ensure those experiencing homelessness are seen, counted, and ultimately helped.
